Handle per-xr-session anchors in ARCore (segregate session anchors from other sessions)

Project Member Reported by lincolnfrog@google.com, May 22 2018

Issue description

ARCore doesn't support multiple sessions natively. The only element that will be an issue in terms of cross-talk between XRSessions is anchors - anchors created by one session should not be reported/updated/etc. in another session.

We will need to add code to manage anchors for each session individually and filter session events based on the session to which they apply.

This may be irrelevant if we only do AR in an exclusive AR-Mode: https://github.com/immersive-web/privacy-and-security/blob/d1a8ded7262e7d3d8c368fd57093a69b5fc53536/ARModeExploration.md
