Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36 Steps to reproduce the problem: 1. Use Windows 7 x64 Pro 2. Launch "chrome.exe --app=https://www.google.com --incognito" 3. Minimize button is covered by incognito icon What is the expected behavior? Icons line up properly What went wrong? Minimize button covered up. Did this work before? N/A Chrome version: Version 68.0.3438.0 Channel: dev OS Version: 7 Flash Version: Screenshot of issue attached.

Able to reproduce the issue on win-7 using chrome reported version #68.0.3438.0. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
