Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3437.2 Safari/537.36 Steps to reproduce the problem: 1. Install a chrome extensions that contains a few configured keyboard shortcuts Scenario-1: 2. Open chrome://extensions/shortcuts 3. Inspect the dropdown adjacent to any of the configured shortcuts. 4. Open the accessibility tab in the right pane of the dev tools. 5. Observe that the name property is "" Scenario-2: 6. Open chrome://extensions/shortcuts 7. Turn on NVDA screen reader and navigate to the combobox (dropdown) adjacent to any of the configured shortcuts 8. Observe that the comobobox is announced as "combo box In Chrome collapsed" What is the expected behavior? An accessible label should be added to the <select> combobox What went wrong? <select> is missing an accessible label Did this work before? Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #68.0.3437.2 and latest canary #68.0.3438.0. This issue is seen only with Material design extensions. As this issue is seen from the introduction of material design extension flag from M63, considering this issue as Non-Regression and marking as untriaged for further inputs from dev team. Thanks...!!

Issue exists in all desktop platforms. It's easy to reproduce using the Google Input Tools extension: https://chrome.google.com/webstore/detail/google-input-tools/mclkkofklkfljcocdinagocijmpgbhab A quick fix is to label with the shortcut that's being assigned. (CL: https://crrev.com/c/1070589) Drawback of this fix is that it's not clear that the dropdown menu changes the scope of the shortcut. Essentially the message read is: "<scope of shortcut>, <shortcut being changed>, collapsed, pop up button" which reads as follows for a real life example: "In Chromium, Revert last Input Tool, collapsed, pop up button" Ideas on what the right fix is here?
