ARIA 1.1 comboboxes from ARIA authoring guide not working

Project Member Reported by aleventhal@chromium.org, May 22 2018

Issue description

Steps:
1. Load Chrome with screen reader and example from http://w3c.github.io/aria-practices/examples/combobox/aria1.1pattern/listbox-combo.html
2. Try to use combobox

Screen reader should announce items as you arrow down, but doesn't. No accessibility events are fired.
