What steps will reproduce the problem?
(1) Sign in to device
(2) Sign out of the user account
(3) Now try to powerwash using ctrl+Alt+Shift+R keys on Sign in screen

What is the expected result?
Powerwash screen is displayed and should be able to Powerwash the device.   (Screenshot attached)

What happens instead?
Powerwash screen does not display to powerwash the device.
