Site Isolation Breaks PDF in GMail in Chrome v66

Issue description<b>Chrome Version : <Copy from: 'about:version'></b> Google Chrome 66.0.3359.181 (Official Build) (64-bit) (cohort: Stable) Revision a10b9cedb40738cb152f8148ddab4891df876959-refs/branch-heads/3359@{#828} URLs (if applicable) : https://mail.google.com What steps will reproduce the problem? (1) Try to open a PDF from within Gmail. It will not download/Open. The workaround is right click "Save link as" What is the expected result? Download so it can be opened with local PDF application What happens instead? PDF is not downloaded. Note- Also occurs with other sites that takes data to generate a PDF

We have chrome pdf disabled for business workflow. We need to have it downloaded (Always open) using Windows PDF application.
