Site Isolation Breaks PDF in GMail in Chrome v66

What steps will reproduce the problem?
(1) Try to open a PDF from within Gmail. It will not download/Open. The workaround is right click "Save link as"

What is the expected result? Download so it can be opened with local PDF application


What happens instead? PDF is not downloaded. 

Note- Also occurs with other sites that takes data to generate a PDF

Thank you very much for reporting the bug.

Could you please help us better understand the repro steps?  How was the PDF embedded into the email (as a link?  as an attachment?  in another way?)?  How did you attempt to open the PDF (clicking a link?  clicking the pdf in the attachments section?)?  FWIW, I've attempted a repro in Chrome 66.0.3359.181 launched with --site-per-process flag, but couldn't repro - please see the attached lukasza-no-repro-20180522-1226-pst.mp4 video.

Can you please confirm that the problem doesn't repro for you when Site Isolation is disabled? 
 Can you clarify how you turn off Site Isolation?

We have chrome pdf disabled for business workflow.
We need to have it downloaded (Always open) using Windows PDF application.
