Extension name not retrieved correctly

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Go to: chrome://settings/content/notifications
2. In allowed list, mouse hover over few items gives a message: This setting is enforced by the "" extension.

What is the expected behavior?
The extension name should be displayed correctly.

What went wrong?
Extension name is not retrieved correctly or displayed correctly.

Did this work before? N/A 

Chrome version: 66.0.3359.181  Channel: stable
OS Version: 10.0
Flash Version: 

It doesnt affect a lot of people for sure but it affects quality. Thanks.

Duplicate of  bug 819123  fixed in Chrome 67 (currently beta).
