Chrome OS PDF viewer focus indication too low contrast

Google Chrome	68.0.3431.0 (Official Build) dev (64-bit)
Firmware Version Google_Samus.6300.276.0

Steps to repro:
Use the PDF viewer feature of Chrome OS to view a PDF, I used this one: http://www.heinzvinegar.com/infoGraphic/Heinz_Vinegar_Infographic.pdf

Use tab to put focus on the downloads button (or any button). Examine the contrast: 

Foreground:#54575A
Background:#404447
The contrast ratio is: 1.4:1
