Issue descriptionThe oncall rotation is from 9-5, so my understanding is that alerts should not be triggered outside of the normal working hours. (including sending emails regarding alerts.) robertocn@, can you assesses if this should the correct behavior?

If the trooper rotation is sending email alerts outside working hours and page alerts within working hours, we could follow that and keep as is. But it is your call as you are owner of the alert setup.

re c#2, that sounds reasonable to me. Yeah, I think it would be great if all the alerts can be delayed to 9am next day, but if it's too hard to implement, nvm, it's not a big deal.
