[Findit Oncall] alerts should not be triggered outside of normal working hours

Issue description

The oncall rotation is from 9-5, so my understanding is that alerts should not be triggered outside of the normal working hours. (including sending emails regarding alerts.)

robertocn@, can you assesses if this should the correct behavior?
 
The expectation is that outside business hours emails are fine, as they
will let us know in the morning that something went wrong.

Pages on the other hand should not be sent outside of business hours. This
is the practice in the infra team, and that's why we tried to implement.

If we don't send the email either, will we get alerts at 9am?
I don't know if that's an option, but if that's our objective I can look
into it.

If the trooper rotation is sending email alerts outside working hours and page alerts within working hours, we could follow that and keep as is.
But it is your call as you are owner of the alert setup.
re c#2, that sounds reasonable to me. Yeah, I think it would be great if all the alerts can be delayed to 9am next day, but if it's too hard to implement, nvm, it's not a big deal.
