Smart Lock setup UI is broken

Observed on ToT. Navigating to People->Screen lock->Smart Lock for Chromebook and tapping "Set up" at first does nothing. On secon tap, it brings up the setup UI window, but it's completely blank (no text, no images).

Per offline chat, the issue is most likely due to Ryan's Eve having a version mismatch between his Chrome binary (which was set on the device via cros deploy) and the CrOS system image version on the device.  The smartlock setup assets are bundled in the latter, and those need to be updated (by Ryan flashing a newer system image) to match the new Chrome implementation.

James was correct, this was due to my Eve being on an old Chrome OS version.
