Chrome OS downloads dialog unable to reach with keyboard

Issue description

Google Chrome	68.0.3431.0 (Official Build) dev (64-bit)
Firmware Version Google_Samus.6300.276.0

Steps to repro:

# Download any file. I used this one: http://www.heinzvinegar.com/infoGraphic/Heinz_Vinegar_Infographic.pdf

# Download dialog appears 
Expected: able to navigate to the dialog using keyboard
Actual: no known way to get there using keyboard only after reviewing this documentation: https://support.google.com/chromebook/answer/183101?hl=en

I tried: 
ctrl + next page and ctrl + previous page but focus didn't land there
Switch windows using alt + tab. I could not get there
Opening settings, the settings window pushes the dialog up but I still can't get there with tab or arrows

I'd like your opinion here, lpalmaro@

There is new UI where opening the status menu using shift + alt + s will show these kinds of dialogs on the top of the menu. I can access those via keyboard if I tab up to it. 

Does this new UI count as a workaround or a solution to this issue? I'm leaning towards it being a solution but wanted to check in.
