Findit should support step-level flake detection like webkit_layout_tests on Intel GPU on Mac (with patch) on Mac-10.12.6

This tests looks flaky (failed a lot for my CLs, I've seen failure on other CLs too), but Find-It does not report it (https://findit-for-me.appspot.com/waterfall/list-flakes).

This is about step-level flake detection.

Findit currently only support test-level flake detection on Waterfall.
liaoyuke@ is working on a new flake detection and eventually we will support step-level one.
