Address and Search bar is read as button

Issue description

App Version: 68.0.3437.0 Canary
iOS Version: 11.3.1,10.3.3
Device: iPhone only

Precondition:
1.Enable ui-refresh-phase-1 in chrome://flag
2.Enable voice over from device settings. 

Steps to reproduce:
  1.  Launch chrome.
  2.  Scroll the cursor to the top.

Observed results: 
Scrolling the cursor to the  top is read as button.

Expected results: 
Address and search bar text should be read.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA
Bug reproducible on Safari/Firefox: Firefox: NA, Safari: NA
Bug reproducible on current stable build (App Version, iOS Version): NA on M66
Bug reproducible on the current beta channel build (App Version, iOS Version): NA on M67

The location bar is supposed to be tested with UI Refresh Location Bar *and* UI Refresh Phase 1 flags on. Accessibility for the new location bar is not ready yet. The old location bar in the refresh toolbar is not supported.
