[Missing Test]: Opening dialog to select multiple files does not set initial folder On Windows.

Issue description

Automated tests for the below commit have been missing.Would it be possible to add test coverage to avoid regressions in future?

Hi Sadrul,

Can we have this sort of tests?
I couldn't fine any browser test that actually enters data in an API generated window and submits it.
I am not sure, sorry. There might be some win32 api that allows doing this, but it probably won't be trivial. Is there an existing test for the single-file case?
No, I don't  see any test for these shell_dialogs.
There only unittests for simple helper functions.
