Simplify non-nestable task logic in the TaskQueueManager

Like make a separate TaskQueue for that or get rid of it completely somehow :)

I'd propose creating a separate normal priority task queue where deferred non-nestable tasks go.

Right and that can be enabled / disabled based on nesting status.
