Chrome Version: 68.0.3436.0/10703.0.0 dev-channel Peach-Pit

What steps will reproduce the problem?
(1) Try to recover the build 68.0.3436.0/10703.0.0  via USB(Esc+Reload+Power)  -> after recovery is done ,remove USB
(2)Chrome text is seen and then black screen is seen
(Please refer Video)

Expected: Black screen should not be seen,should be able to move further(OOBE screen should be seen)
Actual: Instead black screen is seen

This is Regression Issue as same is working fine in 68.0.3429.0/10678.0.0  dev channel Peach-Pit

Note: 
1.Issue is also seen on 68.0.3435.0/10697.0.0
2.Issue is not seen for Peppy,Kip,Daisy,Jerry and Reks
3.Unable to attach log files as log files are saved in temporary folder and cannot copy it to downloads(Unable to login into device)
