Filing this issue from the Buganixer - b/79880515

Tested the issue in Android and able to reproduce the issue - When tapped on the link to download APK file, file is not downloaded.

Steps Followed:
1. Launch Chrome and in the couple of tabs user is navigated to some sites.
2. From the mail box, long tap on the link from where APK file can be downloaded.
3. Select the option "Open in Browser" and select the desired browser.
4. Observed that APK file is not downloaded.

Chrome versions tested:
66.0.3359.158(Stable), 68.0.3434.0(Canary)

OS:
Android 8.1.0

Android Devices:
Pixel 2

Using the per-revision bisect providing the bisect results,
Good Build - 60.0.3095.0 (470437)
Bad Build - 60.0.3097.0 (471158)

You are looking for a change made after 470618(GOOD), but before 470619(BAD).

CHANGELOG URL:
The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Note:
1. When all the tabs are closed and user selects the same browser to download, issue is not reproduced.
