I'm quite skeptical about r559393 being the cause of this flakiness. The only functional change it makes is to add NOTIMPLEMENTED() to a couple of functions that never get called.

The flakiness graph  puts it on the far left. I think more data points are needed on the left side to verify that it was indeed not flaky prior to that commit.

Disable flaky LayerTreeHost test

LayerTreeHostTestWillBeginImplFrameHasDidFinishImplFrame has been
reported as flaky on and off for a while now.
