Focus moving out of the "Pack extension" dialog when tabbing from the last tabbable element

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3436.0 Safari/537.36 Steps to reproduce the problem: 1. Open chrome://extensions/ 2. Enable developer mode 3. Click on "Pack extension" button on the top-left 4. Enter some text under the "Extension root" field 5. Start tabbing using the 'Tab' key 6. Observe that on tabbing when the focus is on "Pack extension" button , the focus moves outside the dialog to the "Chrome" control beside the address bar What is the expected behavior? If the focus is on the last tabbable element inside the dialog, tabbing should focus to the first tabbable element inside the dialog. What went wrong? When tabbing from the last tabbable element in the dialog the focus is going outside the dialog Did this work before? No Chrome version: 68.0.3436.0 Channel: canary OS Version: 10.0 Flash Version:

guruprasad.dec03@ Thanks for the issue Able to reproduce the issue on Windows 10, Mac OS 10.13.3 and Ubuntu 14.04 on the latest Canary 68.0.3436.0 and Stable 66.0.3359.181 by the steps mentioned in the original comment. Attached is the screen cast for reference. This is a Non-Regression issue as this behavior is observed from M63 Chrome builds from the introduction of MD-extensions flag. Hence marking this as Untriaged for further updates from Dev. Thanks..
