Preview in network tag garbled

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Devtools > Network
2. open https://www.google.com
3. change language same like Chinese, Japan, Korea...
4. preview www.google.com

What is the expected behavior?
using UTF-8 parsing web page if it content-type set charset=UTF-8 in response headers.

What went wrong?
it shouldn't be garbled when using UTF-8

Able to reproduce the issue on chrome stable# 66.0.3359.181 and on latest chrome# 68.0.3436.0 using Windows-10, Ubuntu 14.04 and Mac 10.12.6. From M-60 to M-64 in Devtools > Network tab under preview window we are able to see some code related data(find attached 64.0.3282.186) but from M-65 we are able to see garbled text in preview section(find attached 65.0.3325.181), hence considering this issue as Non-Regression and marking it as Untriage.

I fixed this in another change by forwarding the content-type to the preview tab. Can you reproduce this on canary? https://www.google.com/chrome/canary/
