Steps to reproduce:

# Launch the keyboard shortcuts dialog by using ctrl + alt + /
# Attempt to close dialog using any of these methods:
- press esc
- tab to the close button

Expected: dialog closes
Actual: esc does nothing and I am unable to tab to the close button to close it.

A mouse click is required to close this dialog.
