Display resolution changes before the slider is released |

Issue descriptionChrome Version: 67.0.3396.49 OS: 10575.40.0 (Official Build) beta-channel samus What steps will reproduce the problem? (1) Open chrome://settings/display (2) Drag display resolution slider. (3) Release the slider. What is the expected result? Slider should drag left or right and display the resolution being selected. When released the display resolution should change to the selected value. What happens instead? The display resolution changes as soon as the slider is dragged. Attempting to drag to the right immediately selects the smallest resolution. The only way to select a particular resolution is to click directly on the slider position you want. Adding ReleaseBlock-Stable to ensure this is triaged before this version is released to stable-channel. I can't test this on dev-channel because the display settings are built differently on M-68 (switching from actual resolutions to percentages).

I've also reproduced this on chell. The issue appeared after accepting the upgrade to 67.0.3396.49.
