Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3436.0 Safari/537.36 Steps to reproduce the problem: 1. Open chrome://extensions/ 2. Enable developer mode 3. Click on "Pack extension" button on the top-left 4. Enter some text under the "Extension root" field 5. Using the Color Contrast Analyser tool check the contrast ratio of the text color and background color of "Browse", "Cancel" and "Pack extension" buttons 6. Observe that the contrast ratio is less than 4.5: 1 What is the expected behavior? The contrast ratio of the text and background colors of all the four buttons should be at least 4.5:1 as required by the WCAG 1.4.3 recommendation What went wrong? Contrast ratio of the text and background of all four buttons is less than 4.5:1 Did this work before? No Chrome version: 68.0.3436.0 Channel: canary OS Version: 10.0 Flash Version:

Able to reproduce this issue on reported version 68.0.3436.0, on latest canary and latest stable using Windows 10, Mac 10.13.3.In linux also same color code is seen.Hence adding OS=Linux label as well. Installed contrast analyser from https://developer.paciellogroup.com/resources/contrastanalyser/. As this issue is seen from the introduction of material design extension flag from M63, considering this issue as Non-Regression and marking as Untriaged for further investigation from dev team. Thanks for filing. The blue color in question isn't the right hex code. Correct hex code is #1A73E8, which is 4.5. http://contrast-ratio.com/#%231A73E8-on-white

@bettes: Looks like only the bg color of the "Pack extension" button has hex code #1A73E8 - But the "browse" and "cancel" buttons still have text color of #4285F4 against #FFFFFF background i.e a contrast ratio of 3.6:1
