Due to an issue with old CA certificates embedded in old versions of boto, we are applying a hack to keep old branch builders working.

This hack can be removed after any of the following:

- A better hack is devised.
- Relevant sections of chromite stop being branched (always run from ToT).
- These old branches are retired.
