webgl2_conformance_tests timeouts on Win7 FYI Release AMD bot

Looks like this is somewhat flaky.  Going back a week's worth of builds, looks like the first failure is in build 1241.

There are timeouts in a couple of different tests: (most are 4_4_4_4, but one of each of the other three):
