Reader View on Android displays title tag content, RV on Windows does not.

Issue description

Steps to reproduce the problem:
1. Enable Reader View in Chrome on Android. If need be, see http://www.androidguys.com/2017/09/06/enable-reader-mode-in-chrome-for-android-how-to/. 
2. Surf to gezondezorg.org. When so asked by Chrome to open it in Reader View, wait some 15 seconds and click 'yes'. 
3. See that both the <title> content and the <h1> content are shown.
4. In Chrome on Windows, install the Reader View extension. 
5. Surf to gezondezorg.org. When the page has loaded, click the Reader View icon. 
6. See that only the <h1> content is shown. 

What is the expected behavior?
That both Reader Views behave the same. (And if the page contains an <h1>, the <title> content is not shown, because generally they are the same. Or if there are valid reasons to turn that around, to only show the <title> content.)

What went wrong?

Flash Version: 

This is the third difference between RV on Android and RV on Windows that I'm reporting. Without there being any layout or typographical reason that would necessitate any of the differences.

f.conijn@ -- Thanks for reporting the issue. Could you please share the screenshot of the behavior which is observed at your end. Also, please share the device details where the issue is reproduced.

Note: Instead of setting flags, same behavior may be observed by enabling "Simplified View" in Chrome Settings >> Accessibility.

@pnangunoori -- Thanks for the tip regarding a simpler way to enable Reader View. Attached you will find the two screenshots.

Assuming this issue as the Feature Request as it is expected that the view should be same as in the desktop version when reader view extension is installed and updating the issue accordingly so that the further action can be taken on the issue.
