MP4/VP9: Videos are broken with H/W decode enabled

Issue description

Chrome Version: 68.0.3436.0
Chrome OS Version: 10701.0.0
Chrome OS Platform: Samus
Network info: Wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Start playing any MP4/VP9
Ex: Youtube video, local video, https://storage.googleapis.com/chromiumos-test-assets-public/Shaka-Dash/480.mp4

(2) Observe video
(3)

Expected Result:
-- Smooth video playback

Actual Result:
-- Video corrupted as shown in screenshot in feedback report.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Issue is gone after disabling the H/W decode from about:flags
 
Issue observed on Lulu and caroline devices.
Also observed on kip device.

Pawel, can you help traige this out? If we can fix this quickly that would be appreciated, as this will hold up the 68 dev release this week.
Actually, if this does not break streaming (e.g. YouTube works) and it is only local video files (rarely used) we can probably go ahead with Dev on this.

The description does say YouTube is broken as well; Avinash, can you confirm? 
This has impact on every video which uses H/W decoding, Ex:Youtube, vimeo, local
FYI, audio is good but video is corrupted for these playbacks.

This issue is specific to Hardware_accelerated video decode. 

Workaround is disabling  "Hardware_accelerated video decode"  flag from about:flags
Able to reproduce the issue on 10701.0.0/68.0.3436.0 - Reks, Kip
