chrome flashing black boxes issues when using chrome browser to open URL.

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open chrome browser.
2. The process of opening almost any and URL.
3. Flashing black boxes appear immediately and during scrolling process.

What is the expected behavior?

What went wrong?
Flashing block boxes appear when using chrome browser to view URL.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? N/A
