Ubuntu - hotkeys to open chrome task manager are not working

Issue description

Chrome Version: M68
OS: Ubuntu

What steps will reproduce the problem?
(1) Open Chrome
(2) Press Shift + Esc to open chrome task manager

What is the expected result?
Hotkeys should work to open chrome task manager window like on Windows or ChromeOS

What happens instead?
User is forced to use the mouse to open chrome task manager through the hamburger menu

I can repro this on Linux.

Hmm, I cannot repro now...

jvernon: Can you try more to see whether you can reliably repro?
My results are now inconsistent. Before, I could do it at-will on any page which is why I finally wrote it up.

I also think this may be related to what page you are on. Google docs hijacks shift+esc to launch docs/chat for example.

I'm OK with marking this as Won't Fix if others are also not able to repro it reliably.

Yes, some pages hijacks Shift+Esc. It's the reason why we deprecated this shortcut on Chrome OS, and introduced Search+Esc which cannot be hijacked.
