Chrome Task Manager Shift+Esc Hotkey Doesn't Work on Mac

Issue description

Chrome Version: M68
OS: macOS 10.13

What steps will reproduce the problem?
(1) Open Chrome
(2) Click hamburger menu
(3) Mouse-over More Tools
(4) Look at the Task Manager entry

What is the expected result?
Should show Shift + Esc like other platforms

What happens instead?
User is forced to use the mouse to open chrome task manager

Reworded title to fit the fact the hotkey doesn't work on Mac and assigning to erikchen@ who's been looking at hotkeys.

**UI mass Triage**

Still able to reproduce the issue on mac using latest canary-72.0.3617.0  as per C#0.Issue observed from M60. Adding respective labels for expert review.
