What steps will reproduce the problem?
1. Pin 3 tabs
2. Open a bunch more normal tabs
3. Close one of the tabs

What is the expected result?
Pinned tabs remain visible, or at least show in a normal fan

What happens instead of that?
Later tabs fully overlap the pinned tabs. See screenshot, the first tab ("view issue") is overlapping pinned tabs.
