Needs to fit content into printable area when fit-to-page is off.

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1) Open file:///usr/local/google/home/xlou/Downloads/2017%20Instruction%201040_page1_8.pdf in chrome
(2) ctrl+p to open print preview
(3) uncheck fit-to-page, and select a pages per sheet value > 1.
(4) click print, and exam the printed paper.

What is the expected result?

Content should be in the center of the print output.

What happens instead?

Content does not fit the page, and some content is chopped off.

Not yet.  This is one of the test files I have on my local drive.
Status: Started (was: Assigned)
This change https://chromium-review.googlesource.com/1204854 should've addressed this issue.

When fit-to-page is checked, content will be fit into printable area.  If users choose not to check fit-to-page, they will see the result, may change their mind and choose to check fit-to-page.
