Android apps fail to launch, and device extremely janky due to continous Android activity

Issue description

Chrome Version: 68.0.3431.0
OS: ChromeOS

Device is noticably janky.  Opening 'top' shows that the Android 'permission_brok', 'main', 'surfaceflinger' and 'system_server' are continuously consuming ~30-50% of a core, along with various other services popping up from time to time.

Realised that it is actually not possible to even launch an Android app at this point - it just causes the icon to show up in the tray area with a spinner, but never actually loads.
