Full screen does not hide address bar and tab strip

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Steps to reproduce the problem:
1. Click full screen

What is the expected behavior?

What went wrong?
It doesn't seem to be a version issue since I'm logged into two accounts on chrome on the same computer that behave differently. On one, entering full screen mode hides the address bar and tab strip, and on the other, it does not. It would be great to bring this feature back. 

Did this work before? Yes Some version of this currently works. 

Chrome version: 66.0.3359.181  Channel: stable
OS Version: OS X 10.13.3

Do you have View > Always Show Toolbar in Fullscreen checked?
