Can't download PDF attachments from GMail

Issue descriptionChrome Version: 66.0.3359.181 (Official Build) (64-bit) Chrome OS Version: N/A Chrome OS Platform: N/A Network info: N/A Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Open gmail within Chrome (2) Open email with PDF attachment (3) Click download arrow Expected Result: PDF file should download automatically to user's download folder Actual Result: Nothing happens. File is not downloaded, no error indication How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always What is the impact to the user, and is there a workaround? If so, what is it? Multiple clicks needed for the workaround - Have to right click the attachment thumbnail and click 'Save link as...' and choose the save location Please provide any additional information below. Attach a screen shot or log if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Same issue here. Chrome Version: 66.0.3359.181 (Official Build) (64-bit) We did notice some users were still able to download the pdf file correctly if they were running Windows 10 1709 or 1803. Version 1703 and lower seem to have this issue.
