ComboBox selection list disappears before I can select an item

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.181 Safari/537.36

Example URL:
https://www.w3schools.com/html/tryit.asp?filename=tryhtml_elem_select

Steps to reproduce the problem:
1. open https://www.w3schools.com/html/tryit.asp?filename=tryhtml_elem_select
2. select Volvo in ComboBox
3. move cursor on Fiat and wait two seconds

What is the expected behavior?
Selection list must remain visible to perform a selection.

What went wrong?
Selection list disappears before an item was selected

Did this work before? N/A 

Does this work in other browsers? Yes

Unable to reproduce this issue on reported version 66.0.3359.181 using URL given in comment#0 on windows 10, Mac 10.13.3.

1. Navigated to URL given in comment#0 and clicked on Volvo dropdown
2. Moved mouse cursor on Fiat and didn't observe any list disappearance. Attaching screencast for reference.

@Reporter: Please check the screencast and let us know if we miss anything. Please check the issue on fresh profile which do not have any apps/extensions. Any further information on reproducing the issue would help in further triaging.

I also couldn't reproduce this issue.

I can reproduce this using 68.0.3438.0 (Official Build) canary (64-bit).

1) Click the Volvo dropdown. An empty white box appears where the contents of the dropdown should be (see attached volvo.png screenshot).

It's easier to see when the background is a different colour. See attached modality.png screenshot.

Re-checked the  issue 66 .0.3359.181 on windows 10 HiDPI and normal machine and unable to reproduce the issue as per steps mentioned in comment#0 and video in comment#7.

@Reporter: In the video in comment#7 it seems like there are some extensions enabled. Could you please check the issue by disabling all extensions and chrome://flags. Please let us know if this works.
