Windows migrate from External to Primary display after idle time

Project Member Reported by ovanieva@chromium.org, May 21 2018

Issue description

Product Version: 66.0.3359.137 beta

Feedback Report:
https://listnr.corp.google.com/product/208/report/85385734745

Description:
For the past few days, on ChromeOS beta: on a Pixelbook connected to a larger screen, upon wakeup/login, the default screen is back on the laptop vs the large screen. I.e.,
I work on the large screen, lots of tabs open.
Walk away, Pixelbook goes to sleep.
Come back, wake up laptop, login.
Bug: big screen is empty (background image), the tabs that were open are now open on the laptop screen.
Collapsing the window and then opening it again moves it to the big screen.

dhaddock@, can your team help find a repro case of this bug? I cannot repro by any ways so it is a bit hard to fix it.

Cannot reproduce this issue on M71 beta (11151.29.0, 71.0.3578.49) on eve. Pixelbook was connected to external monitor with many windows on external monitor. After the idle time/ device wake up/ login, those windows remained back on external monitor.
