MacViews: tabs should appear in tab order

They do in the Cocoa browser, if you have the tab-strip-keyboard-focus flag enabled (or kTabStripKeyboardFocus).

Punting this to M-X. This needs:

1) Some easy wiring in Tab::Tab() to make it keyboard-focusable;
2) Some code in Tab::Layout() to install a focus ring mask and layout the focus ring

However, the default focus ring looks pretty bad :( I think we need to think more carefully about how we indicate tab focus.
