Regression : Tab focus gets stuck at 'Notification settings' option when clicked on 'Expand/Collapse' icon of Google playstore notifications

Chrome Version: 68.0.3436.0/10700.0.0 dev-channel Paine
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user ->Open Play store -> 'Google Play Terms of Service' window is seen -> click on 'Agree' button -> Play store is seen
(2)Now at Notifications observe play store updates are available ->for notifications which have 'Expand/Collapse' icon like '6 Updates are available' or 'Complete set up...' , press 'Tab' button until focus reaches 'Notification settings' option -> now collapse notification 
(3)Again press 'Tab' and observe focus stuck at  'Notification settings' option
(Please refer Video and Screenshot)

Expected: Focus should not get stuck and need to move further 
Actual: Instead focus gets stuck at 'Notification settings' option after clicking on 'Expand/Collapse' icon 

This is Regression Issue as same is working fine in M-62

Note : Issue is also seen on M-63,M-64,M-65,M-66 and on M-67

I think this is because the click activates a notification window and then tab-key events no longer send to the message center. I don't have clear way to solve this issue. Maybe we need special handling for tab-key? It may be related with the recent Sara-san's work.

(Separated from this reported issue, I noticed the close button is disappeared unexpectedly during the video. I'm not sure why that happen. Let me check that.)

Discussed this with yoshiki@. It seems that the CL is not the cause of this issue. The cause seems to be that a notification is activated when it's clicked. Our guess is that if widget is activated and child widget has a focus, the active parent widget will get key events. https://crrev.com/c/1032113 might fix this issue. The CL changes it not to activate a notification just by clicking it.
