Cursor key moves focus out of the address bar

Issue description

Chrome Version: 68.0.3436.0
Chrome OS Version: 10700.0.0 (Official Build) dev-channel caroline tes
Chrome OS Platform: caroline
Network info: online, with wired and wireless LAN

Steps To Reproduce:
(1) Open Browser
(2) Hit [ctrl]+[L]. See the entire address bar text is selected.
(3) Hit [right arrow] key.

Expected Result:
The focus stays in the address bar.
The selection is cancelled and the cursor is at the end of the text.

Actual Result:
The focus moves out of the address bar.
(i.e. unabled to edit the URL)

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
As a workaround, user can use mouse or touchscreen instead of cursor keys to move cursor and begin text editing.

Down arrow key after typing something in the address bar also triggers this issue. So this also prevents users from selecting a suggestion by keyboard.

I cannot see this anymore after signing out once signing in again. So I think this was a tentative defect specific to my env. Closing as WontFix (not reproducible).
