Regression:More actions button disappears after zooming out the page to 33% in chrome://bookmarks/

Chrome Version: 68.0.3436.0 (Official Build)Revision e0f81fe637f233bf12e821915b72bc8d2194c3f2-refs/branch-heads/3436@{#1} (32/64-bit)
OS: Win (7,8,8.1,10), Linux (14.04 LTS) and Mac (10.12.6, 10.13.1, 10.13.5).

What steps will reproduce the problem?
(1)Launch chrome and bookmark 2-3 webpages.
(2)Navigate to chrome://bookmarks/ , Zoom out the page to 33% 
(3)Observe the more actions(i.e 3 dots) button.

Actual: More actions button disappears after zooming out the page to 33% in chrome://bookmarks/

Expected: More actions button should be displayed even after zooming out the page to 33% in chrome://bookmarks/

This is a regression issue broken in 'M61' and below is the manual regression range
Good Build: 61.0.3141.0(Revision:482154)

Yep same bug as all the other disappearing borders cases. Given how long it's been broken, it's not P1. Drawing dots using borders is dangerous, so I would argue the content should change.

Mass UI Triage Update: 

Rechecked the above issue on Win (7,8,8.1,10), Linux (14.04 LTS) and Mac(10.13.1, 10.13.6, 10.14.2) OS using latest canary build #72.0.3609.3 and the issue is still reproducible. 

@schenney- Could you please take a look in to this issue?
