Non-Regression: Unable to close the Learn more dialog of Enterprise Enrollment overlay

Chrome Version:68.0.3436.0/10700.0.0 dev-channel Paine, Peppy and Kip
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Connect to Network>> In sign-in screen, click on More options and then on Enterprise enrollment
(2)Click on Learn more and try to close the dialog and observe

Actual: Unable to close the Learn more dialog of Enterprise Enrollment
Expected: Should be able to close it

This is a Non-Regression issue seen from M62

I've managed to reproduce with latest code. As a workaround, the user can click on the enrollment dialog from behind.

Issue is also reproducible on
