[DevTools] Right arrow of horizontal scroll bar gets hide under 'Audits' section.

Chrome Version: 68.0.3436.0 (Official Build)Revision e0f81fe637f233bf12e821915b72bc8d2194c3f2-refs/branch-heads/3436@{#1} 32/64-bit.
OS: Win(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.5) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and go to 'Audits' section.
2. Now completely resize the browser to it’s extreme left and observe.

Actual: Right arrow of horizontal scroll bar gets hide on resizing the browser window.
Expected: Right arrow of horizontal scroll bar should not hide on resizing the browser window.

This is a non-regression issue, seen from M-68 series as Audits2 UI is introduced from build # 68.0.3434.0
