ModeIndicatorFrameView's padding looks wrong with SecondaryUiMd

Issue description

Chrome Version       : 68.0.3431.0

What steps will reproduce the problem?
1. chrome://settings/languages -> have two keyboard layouts
2. In a textfield, press Ctrl+Space

What is the expected result?

Nice bubble

What happens instead of that?

Bubble with no arrow and uneven padding -- see attached.

See also notes about ModeIndicatorFrameView in Issue 844359 (specifically, it overrides BubbleDialogDelegateView::CreateNonClientFrameView() but doesn't call super::CreateNonClientFrameView()).

Doing so won't help fix this issue, but it would be fewer moving parts if ModeIndicatorFrameView didn't override this method at all.
