devs often have trouble figuring out why a change in an overlay/profile aren't working the way they expect (like turning on USE flags). we need tooling to help here.

portage doesn't really offer anything in this regard.

pkg-core has pinspect which has a number of good bits for walking the profile stack, but we want to add more.  something like bash -x.
