there's a number of files in board/project overlays that can be confusing or hard to keep straight (especially with expectations with current naming policies).

we already have some fundamental checks wrt file validation.

files to validate:
- metadata/layout.conf
  - check the name
  - check the parents (ordering and in sync with profile/)
- profiles/base/parent
  - check chipset doesn't inherit anything
  - check baseboard only does chipset
  - check ordering wrt baseboard/chipset/project/etc...
