Issue descriptionChrome Version:68.0.3436.0/10699.0.0 dev-channel Paine, Peppy and Kip OS:Chrome OS What steps will reproduce the problem? (1)Sign-in to user>> Open camera app, Record video and Go to gallery >> Observe Actual: Video is seen distorted Expected: No such issue should be seen This is a Regression issue as same is working fine in 68.0.3433.0/10689.0.0 dev @Yuli: Please confirm the issue

kebalaji@, I'm investigating another issue about 'mirroring-button' incorrectly shown as in ExpectedVideo1.mp4; this issue isn't reproducible on every device. Would you know which device/versions was used in ExpectedVideo1.mp4? Thanks.

Since the preview looks correct, I suspect this is some buffer alignment issues on the video encoder side. The same buffer is feed to both the preview and the video encoder.

I'm on 68.0.3436.0 "10698.0.0 (Official Build) canary-channel edgar" For my photos.google.com and facebook show all videos as if some kind of interleaving, or aligning is gone wrong (same as shown in the video above, ... okay actually since I'm seeing this from the chromebook both videos are broken for me ;))
