The update icon should not obscure the menu icon

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.139 Safari/537.36 Steps to reproduce the problem: 1. Wait for chrome to be out of date 2. Look at the top right corner, where the 3 vertical dots normally are, at the end of the line of extensions. 3. The top right corner will have an arrow obscuring the dots. What is the expected behavior? The dots still appear, and the arrow appears in another location What went wrong? The arrow obscuring the dots has a number of disadvantages. If I'm writing a tutorial / explaining how to perform the action over the phone I now have to say "Click the 3 dots in the top right corner. The 3 dots might not be present - instead look for a coloured circle with an arrow inside). This is annoying. The arrow looks like it could be an extension. This actually means it's not an especially visible notification. Did this work before? Yes Chrome version: 66.0.3359.139 Channel: stable OS Version: OS X 10.13.4 Flash Version: Shockwave Flash 29.0 r0 Possible fixes: This could be fixed by changing the colour of the dots (bad for accessibility). Adding an icon at the end of the visible extension icons (bad for muscle memory because all the icons will shift to the left). A notification could appear on the new tab page (bad because the new tab page can be reassigned). The icon could appear next to the user's name in the top right corner (could be unclear what it means). The icon could appear next to the Home / Refresh button (bad because it's away from other "status" icons). The icon could appear at the beginning of the extension icons (better, but does make the favourite button move, so could affect muscle memory.

Able to reproduce this issue on reported version 66.0.3359.139 using Windows 10 and Mac 10.13.3. This issue is seen when ever an update is present or when a new extension is added. This issue is seen from M-60. Hence considering this as Non-Regression and marking as Untriaged. Thanks!
