Site settings UI is confusing

Issue description

Steps to reproduce the problem:
1. Go to https://m.facebook.com, do something that makes it start autoplaying a video somehow
2. Go to overflow menu, Settings -> Site Settings -> Media -> Autoplay -> Blocked
3. 

What is the expected behavior?
It blocks autoplay for the current site.  The presence of "All sites" on the "Site Settings" menu seems to indicate this, as does the fact I opened the settings menu when viewing the current page, and usually the overflow menu contains context-sensitive options.

What went wrong?
It appears to have disabled autoplay for all sites?

Did this work before? N/A

I think I'm missing something. Based on step #2, you are blocking autoplay on all sites but you seem to understand this based on the "expected behaviour" notes as it should indeed say "All sites". There is no simple way to block autoplay on one specific site using this.

The "All Sites" menu entry makes it look like I'm currently editing preferences for the current site, but I can navigate "up" to edit preferences for all sites.

I guess the broader issue is that Chrome puts both global things (Bookmarks, History, Settings) and page-specific things (Share, Find in page, Add to Home Screen) in the same menu.

One thought to a simple workaround is that overflow should add a "Site settings" menu item that only manipulates settings for the current site.  But that doesn't really address the broader issue.
