Facebook auto plays videos even when blocked via Chrome Site Settings

Issue description

Example URL:
https://m.facebook.com

Steps to reproduce the problem:
1. Open Chrome, go to https://m.facebook.com, log in
2. Overflow menu, Site settings, Media, Autoplay => Blocked
3. Scroll to an auto playing video in the News Feed

What is the expected behavior?
It doesn't auto play.

What went wrong?
It auto played.

Did this work before? N/A 

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? N/A

Chrome version: 66.0.3359.82  Channel: stable
OS Version: 8.1.99
Flash Version: 

Contents of chrome://gpu: 

It's super unclear whether step 2 is supposed to apply to all sites or just the current site.  I would expect it to apply only to the current site, but I fear it's misleadingly global?

Is it possible that scrolling by tapping and dragging the page is being misinterpreted as user interaction with the media element?

This is definitely not the same. I never tapped on the video.
Even in the  Issue 841717  user didn't tap on the video. Soon after navigating to the URL, video starts playing.

In the other bug, the comment says that step 2 -- clicking on a link to another page on the same site -- is being treated as user interaction.  In this case, I never clicked on a link.

Please treat these as separate until proven otherwise.
I was just giving an additional info in the steps (step-2) to choose a link which has video. So that the issue can be reproduced.
